The SLIME programme (local intervention service for energy management) in Besançon

Description of Measure and Categorization

Since 2017, the city of Besançon has been identifying households struggling to pay their energy and water bills with the help of local social services.
Following this identification, a task officer in charge of the fight against fuel poverty, who is part of the City's technical services, goes to the household's home to make a socio-technical diagnosis. The latter consists of accompanying the household for:
- Better understand their water and energy bills,
- Analyze the level of insulation of the dwelling (passage of thermal camera for example) in order to incite owners to renovate,
- Adopting eco-friendly actions to limit water and energy consumption,
- Distributing energy and water savings kit (LED, foamer, door and window isolating tape...).
This mission is also carried out in connection with the City's model home "le logis 13 éco". Thus, public information sessions on energy and water savings are regularly organised.
